22/02944/OUT

Jaeger Field Cranbrook School Angley Road Cranbrook Kent

Outline planning application (Access not reserved) – Residential scheme for up to 59 residential dwellings and associated access, car parking, open space and landscaping

 

The Parish Council recommended REFUSAL for the following reasons:

  • Scale and dominance.
  • Within AONB area.
  • Parish Council would prefer 1/2/3 bed properties.
  • The design should refer to Cranbrook and Sissinghurst Parish Council Eco Design Guide/NDP Design Guide/High Weald AONB Design Guide.
  • Insufficient buffer zone between development and Angley Road/Oatfield Drive and requires more trees/wildlife planting.
  • Improve pedestrian access to the Town Centre.
  • Concern was expressed regarding the access and increased traffic on to Angley Road.
  • Drainage and flood risk.
  • Impact on the community and other services – concern was expressed regarding the loss of the sports field which is currently used by several local sports clubs (if not the school).
  • This land was gifted to Cranbrook for use as a sports field.
  • It must be noted that there is no non-selective school in this area and this should be addressed urgently by KCC and TWBC.
  • This site is not on TWBC Local Plan.
  • If this application is approved the Parish Council request that use of the sports facilities at Big Side by the community should be in perpetuity.
  • Should this application be approved the Parish Council would like the affordable housing to be developed by a Community Land Trust.

The Parish Council recommended APPROVAL subject to the views of the Conservation Officer.

Minor Material Amendment to application 20/01622/FULL (Proposed amendments to window/door sizes & positions externally, Amendments to external landscaping, Inclusion of lightwells to serve basement level)

The Parish Council recommended REFUSAL for the following reason:

  • Amendments to plans and revisions not highlighted on the application plans, these should have been ballooned.

The Parish Council recommended APPROVAL subject to the views of the Conservation Officer and on condition that the annexe remains ancillary to the main property.  Query location of the boiler.  Proposed by Cllr. Hatcher, seconded by Carol Somers and agreed.

Single storey rear extension with flat roof, replacement porch and timber cladded carport, with external wall insulation along with replacement windows and integrated PV panels. Conversion and extension of garage to form an annexe with green roof.

The Parish Council recommended APPROVAL subject that the annexe remains ancillary to the main property.  Proposed by Cllr. Kings, seconded by Cllr. Hatcher and agreed.

Appeal Reference APP/M2270/D/22/3295703

This appeal was allowed and planning permission is granted for detached domestic garage.

CORRESPONDENCE:

CCAAC request to support heritage listing of Victorian post boxes – The Parish Council agreed to support the heritage listing of the Victoria post boxes in Cranbrook and Sissinghurst compiled by Marion Cranmer.  The Parish Council expressed their gratitude to Marion Cranmer for undertaking this task.

 TWBC PLANNING DECISIONS:

The Clerk read out the decisions received from Tunbridge Wells Borough Council.
