Erection of four dwellings alterations to existing

The Parish Council recommended REFUSAL for the following reasons:

  • Does not meet local housing need of 2/3 bedroom affordable homes
  • Site is not in the emerging Local Plan
  • There is no local non-selective secondary school
  • The loss of amenity space
  • Highways issues as highlighted by Highways comments.

If TWBC are minded to approve this application:

  • Improve sustainability – Solar panels, air source heat pumps, EV charging points, U values
  • Increase parking spaces on site for visitors
  • Improve turning area
  • The gates should be omitted
  • The chimney in plot four should be a real working chimney with a flue and fireplace

The committee felt that the access to the garage was not suitable for a car, and were therefore unable to make a decision due to lack of information on the use of the garage. It was agreed to defer the decision pending more information.

The Parish Council are delighted that the carbon saving results of building to Passivhaus standard are becoming more widely understood, and recommended APPROVAL. Proposed by Cllr. Gilbert, seconded by Cllr. Kings and agreed.

Cladding to gable and the first floor of western elevation

The Parish Council recommended APPROVAL proposed by Cllr. Kings, seconded by Cllr. Gilbert and agreed.

The committee suggested the cladding be extended to include the ground floor level.

The Parish Council were disappointed at the inconsistencies in decision making especially since there is an extant permission on the site, the proposed dwelling, being small, would meet local need and was to be built to Passivhaus standard.
