Installation of 12 solar panels to the front roof of property

The Parish Council recommended APPROVAL proposed by Cllr. Bunyan, seconded by Cllr. Hatcher and agreed.  The committee felt they had to weigh up the production of much needed solar energy against the sensitivity of the position in the conservation area.  They noted that the PV panels would be in two equal sets of 6 and would be neatly placed on the roofs.

The Parish Council recommended APPROVAL proposed by Cllr. Gilbert, seconded by Cllr. Swinson and agreed.

Demolition of a part single storey/part double storey teaching block. New parking area with drop off zone. Widening of access roads, new canopy, relocation of existing cycle stands

The Parish Council REFUSED this application for the following reasons:

  • Highways Issues as highlighted by Highways comments.
  • The Parish Council are also concerned about the unsafe route through the car parks to exit the site.
  • The loss of the community asset as the hall could be a usable space.
  • Lack of a masterplan for the whole site.
  • There are alternative areas available on site for additional car parking without demolishing the hall There is no justification for the large number of parking spaces.
  • In the application for the demolition and rebuilding of the High Weald Academy (17/02797) there was an undertaking “to offer a comprehensive mix of facilities for the local community. By creating a school complex with a focus on community use, the site will better serve local residents.”

If TWBC are minded to approve this application, could the young trees that were relatively recently planted in the area to become new parking, be replanted elsewhere on the site.

Demolition of existing Atcost building; proposed conversion and extension of existing Dairy building into residential dwelling, together with associated garage and landscaping (alternative scheme to that approved under 21/02289/FULL)

The Parish Council recommended APPROVAL proposed by Cllr. Bunyan, seconded by Cllr. Gilbert and agreed.  The Parish Council were disappointed that this new dwelling did not fulfill the need of the Parish which is for smaller dwellings.  Concern was expressed regarding utility supplies and lack of non-selective secondary school.  The Parish Council would like to see the new dwelling built to Passivhaus standards.

The Parish Council agreed to leave this decision to Tunbridge Wells Borough Council Tree Officer.  However, they commented that images of the trees would have been beneficial.

CORRESPONDENCE:

Headcorn Neighbourhood Plan – Regulation 14 – Consultation:  The Committee agreed to forward the Consultation to the NDP Committee for them to make comments.  Cllr. Hatcher agreed to collate responses and forward them on.

Street naming- 23/00078/NEWDEV- Site of St Georges Institute & land, The Street, Sissinghurst:

The Committee discussed possible names for the new development at Sissinghurst.  In order of preference:

  1. Georges Meadow
  2. Georges Close
  3. Georges Gardens

The Committee agreed to write to Kent County Councillor Seán Holden requesting that the yellow lines planned for Sissinghurst should be Primrose colour as it is in the Conservation Area.

The Clerk was asked to write to Fernham Homes regarding the parking access for Oliver Cottages as Fernham had agreed to provide rear access if KCC Highways insisted on yellow lines in The Street outside the cottages.
