MINUTES OF THE PLANNING & PRESERVATION COMMITTEE

HELD ON 3rd NOVEMBER 2020

The meeting was held remotely using Zoom software.

PLANNING APPLICATIONS:

20/02936/FULL

Roundshill, Biddenden Road, Sissinghurst, Kent

Proposed single storey side extension and external alterations.

The Parish Council recommended APPROVAL proposed by Cllr. Kings, seconded by Cllr. Smith and agreed.

20/02903/FULL 

Land & Buildings Adj Farm Cottages Bettenham Lane, Biddenden, Kent.

Proposed change of use, conversion and extension of 2No. barns into 2No. detached holiday let accommodation units, together with the siting of 2 No. shepherds huts on land associated with the barns – to be operated and managed in conjunction with the Three Chimneys Pub and Restaurant business. 

The Parish Council recommended APPROVAL proposed by Cllr. Gilbert, seconded by Cllr. Bunyan and agreed subject to a condition that the proposed ownership and running of the holiday lets are tied to the Three Chimneys Pub and Restaurant business and are not sold off as a separate enterprise.

Proposed demolition of existing single storey north outshut attached to house. Proposed single storey extension to the east and north of house. Proposed internal and external alterations to house. Proposed door and window alterations / replacement. Proposed 2 x rooflights through existing roof of house. New garage / storage building and adjoining field access gate. Replacement of existing vehicular entrance gates with wider gates and driveway access from road. New chestnut palling fence within existing hedge on boundary with Glassenbury Road. Proposed replacement summerhouse. Proposed landscaping associated with the above works. 

The Parish Council recommended APPROVAL proposed by Cllr Hatcher, seconded by Cllr. Fermer and agreed subject to the views of the Conservation Officer.

Wingate, Hartley Road, Cranbrook, Kent.  TN17 3QP

Proposed demolition of single storey rear element and replacement single storey extension; Demolition of existing detached garage and replacement 1.5. storey garage/ancillary store.

The Parish Council recommended APPROVAL proposed by Cllr Fermor, seconded by Cllr. Hatcher and agreed.

Land At Brick Kiln Farm High Street Cranbrook Kent

Approval of Reserved Matters (Layout, Appearance, Scale and Landscape) following Outline Permission 16/502860/OUT (Erection of up to 180 dwellings (including up to 35% affordable housing) with means of access to be determined at this stage together with structural woodland planting and landscaping, informal public open space, community orchard, children’s play area, attenuation basin, vehicular access point from Hartley Road and associated ancillary development) and seeking consent for matters referred to in conditions 1, 4, 5, 6, 7, 9, 10, 11, 12, 13, 14, 17, 19, 22, 26, 27, 28, 29, 30, 31 & 32 of outline permission (amended description). 

Cllr. Smith explained that there were over 70 amendments to the planning application which he had begun to look through.  However, Brick Kiln Farm Development Advisory Group and the NDP Steering Group had not been consulted.  In view of this, he proposed to request an extension of time so that full consultation could take place.  In the meantime, the comments previously forwarded supporting the Parish Council’s recommendation to REFUSE this application still apply.  Cllr. Hatcher suggested that the planning document could be shared amongst members of the Committee which was agreed.

REVISED APPLICATIONS:

20/00815/FULL

Land Adjacent to Turnden Hartley Road Cranbrook Kent TN17 3QX

The construction of 165 new dwellings with associated access, car parking, refuse/recycling storage, landscaping, earthworks and other associated works  

Cllr. Bunyan proposed REFUSAL, seconded by Cllr. Gilbert and agreed.  This revision did nothing to address the main concerns of Cranbrook and Sissinghurst Parish Council which still stand.

TWBC PLANNING DECISIONS: 

The Clerk read out the planning decisions made by TWBC.

BUDGET:

Members were advised that there were sufficient funds currently held in earmarked funds for planning related matters. With this mind it was agreed that it was not necessary to allocate any funds from the 2021/22 budget

ITEMS FOR INFORMATION:

Cllr. Hatcher reported that the NDP Regulation 14. Consultation was now taking place and the first zoom event was taking place tomorrow evening Wednesday 4th November the joining details were on the NDP Web site.

A member of public was concerned that parishioners needed to be made aware that major planning applications were still going ahead.   Cllr. Fermor agreed to mention this in the forthcoming edition of Parish Cake if time allowed.
