Permission in Principle – Self build 2 no. 4 bedroom detached 2 storey dwellings with private access direct from the High Street, garaging and parking for 3 EV per dwelling, bicycle storage and private gardens.

The Parish Council recommended REFUSAL for the following reasons:

  • Lack of non-selective secondary school in Cranbrook
  • Concern regarding utility companies’ ability to supply
  • The application does not meet Cranbrook and Sissinghurst Neighbourhood Development Plan Policy:

LN3.5 – Protection of the High Weald AONB and its setting

  • Does not meet the local need of 2/3 bed houses
  • Is visible from the Conservation Area and is therefore a sensitive site
  • Loss of on street parking space

The Parish Council recommended APPROVAL proposed by Cllr. Hatcher, seconded by Cllr. Bunyan and agreed.  The Committee were disappointed that no mention had been made regarding Cranbrook and Sissinghurst Parish Council Neighbourhood Development Plan – Policy HD4.10 Avoidance of Light Pollution in the application.

The Parish Council recommended REFUSAL for the following reasons:

  • Lack of non-selective secondary school in Cranbrook
  • Concern regarding utility companies’ ability to supply
  • Outside Limits to Build Development
  • Infill of greenspace buffer between Sissinghurst and Sissinghurst Common
  • Ecological concern as so much wildlife on this site i.e. Badgers, Dormice, Great Crested Newts to name a few. New planting would not replace the current habitat for wildlife
  • The proposed dwelling is too large and does not meet the criteria of housing required in Cranbrook and Sissinghurst Parish

If TWBC are minded to approved this application the dwelling should be better orientated to take full advantage of solar gain.

 ITEM FOR INFORMATION:

  • Application 21/04214/FULL  32 Joyce Close Cranbrook Kent – Borough Councillor, Tom Dawlings agreed to call in the above application to TWBC Planning Committee so that the very important issues raised are not ignored.
  • A response had not been received from TWBC Head of Planning, Carlos Hone regarding the Parish Council stance on refusing all new dwellings.
  • The Planning Committee needs to recruit some new members on to the Committee.
