The Parish Council recommended APPROVAL subject to the views of the Conservation Officer, proposed by Cllr. Smith, seconded by Cllr. Bunyan and agreed.

Proposed construction of new dwelling.

The Parish Council recommended REFUSAL for the following reasons:

  • There was no flood risk assessment included, which is of significant concern as the pond which forms part of the site appears to be spring fed.
  • On ecological grounds, the loss of habitat for badgers, foxes, bats, newts, moorhens and birds. The loss of a hedge originally planted by the Kent High Weald Project.
  • The application is not in keeping with the character of the area.
  • The Committee felt that this part of the site and the pond, had probably not been developed previously because of its value to the area for nature conservation, ecological and flood mitigation reasons.

The Parish Council recommended REFUSAL for the following reasons:

  • The Parish Council would like the whole Tilsden farm site to be considered for master planning to reach its full potential
  • Does not meet local housing need, would prefer two dwellings rather than one.
  • Outside Limits to Build Development Area
  • In Area of Outstanding Natural Beauty

Demolition of buildings, removal of mobile home and conversion of a building (B4 & B5) into a single dwellinghouse and erection of a domestic garage outbuilding for incidental purposes with associated garden land, swimming pool, parking and biodiversity enhancements. 

The Parish Council recommended REFUSAL for the following reasons:

  • The Parish Council would like the whole Tilsden Farm site to be considered for master planning to reach its full potential
  • Does not meet local housing need.  The Parish Council would prefer to have a number of smaller units which would provide a mix of housing to meet the local need if the site has to be developed. A small farmstead development would be preferred.
  • Outside Limits to Build Development Area
  • Not in a sustainable location
  • In Area of Outstanding Natural Beauty

The Parish Council recommended APPROVAL proposed by Cllr. Bunyan, seconded Cllr. Smith and agreed with one Councillor voting against.  However, members preference would have been for two dwellings rather that a single dwelling.

The Parish Council recommended APPROVAL on condition that this remains ancillary to the dwelling, proposed by Cllr. Hatcher, seconded by Cllr. Fermor and agreed

Erection of new 2nd porch. Replacement of original porch with slightly larger porch. Window alterations to North, east and west elevations including Juliet balcony and installation of bi-folding doors on ground floor. 

The Parish Council recommended APPROVAL proposed by Cllr Hatcher, seconded by Cllr. Kings and agreed.

Cllr. Fermor requested that this lovely Oak tree should be retained if at all possible.  The Parish Council agreed that the decision should be deferred to Tunbridge Wells Borough Council Tree Officer.

APPEAL:

19/00308/FULL  

OS Plots 7755 And 7946 Sissinghurst Road Sissinghurst Cranbrook Kent

Erection of 42 new dwellings, alongside car parking, cycle parking, drainage, internal road network and the creation of a principal access off Sissinghurst Road (A262), plus public open space, a play area and associated landscaping.  

The Committee noted the above appeal.

TWBC PLANNING DECISIONS:

The Clerk read out the decisions received from Tunbridge Wells Borough Council.

ANY OTHER BUSINESS:

Cllr. Smith informed everyone that this would be his last meeting as he had resigned from the Parish Council due to the fact that he no longer lived or worked in the Parish.  He thanked everyone for their support and said he had really enjoyed his time on the Parish Council and was disappointed he had to step away.  He was remaining on the St. Georges Institute Committee and he had advised the developers to withdraw the current planning application for a new community hall/housing.

The Chairman of the Parish Council, Cllr. Fletcher thanked him profusely for all his hard work and dedication and said his input would be greatly missed.
